WATER ACTIVITY + FILMING

A Standard Film Permit application + supporting documents are required for ANY water activity, such as swimming, diving, snorkeling, fishing, etc.

Locations involving water activity must include abbreviation WO for “Waters off of (location)” . For example, WO Waikiki lets us know that you are applying for water activity in “Waters off of Waikiki Beach”.

Water Activity : Required Documents

  1. Water Safety Letter: Productions will need to turn in a water safety plan and credentials of the water safety person (like Red Cross certifications) hired by the production. The Water Safety Letter should include any vessel registration numbers and cover the same dates/times as noted on the film permit application. Water Safety point person and motorized vessel operator (captain) CANNOT be the same person.
    • Filming with an existing business: If the production is filming with a company that provides water activities or tours (diving, snorkeling, surfing, etc.), those companies already have an emergency or water safety plan for their business. You may ask if they will allow you to use their emergency or water safety plan while filming with them. If they will allow you to use their existing emergency or water safety plan for your shoot, then attach a copy of that to the application.
    • Commercial Use Permit: If the production is filming with a company that provides water activities or tours (diving, snorkeling, surfing, etc.), obtain a copy of their valid Commercial Use Permit and submit is as part of the standard film permit application.
  2. Water Safety Credentials: Please attach a copy of your water safety point persons credentials. Be sure that the name that is listed on the card and water safety letter match. Refer to the list below for acceptable water safety credentials:
    • Red Cross certification
    • Jet Ski: Ocean Safety Card (back and front of the card) or the Kanalu K38 (back and front of the card)
    • If an off duty County Lifeguard will be providing the water safety, the State will accept their County credentials (if applicable) and a letter from their supervisor on County letterhead attesting to their skills and years of experience. Include these with the application
  3. Motorized Vessel Documents: For all or any motorized vessels involved in the production or shoot , please provide the current vessel registration & vessel captains credentials .
    • Vessel registration(s): Vessel name and HA numbers or US Coast Guard Registration number MUST be listed on both the Specifics Page of your application as well as on your Water Safety letter.
    • Vessel Captains Credentials: Boater Education Card or equivalent or Merchant Mariner Credential ‐ page with signature, page with the picture, page 4, and page 5

Water Activity Information

For water activity, such as swimming, diving, snorkeling, fishing, etc., the production will need to have someone responsible to ensure safety while crew and talent are in the water. You are responsible for assigning someone dedicated to this so their attention/focus is strictly on what is occurring in the water. Productions will need to turn in a Water Safety Plan and credentials of the water safety person (like Red Cross certifications).

Use of Motorized Water Vessels

If the use of motorized water vessels production must also submit the following:

  • Current copies of the water vessel registrations (State of Hawaii or US Coast Guard) and credentials for the vessel captains:
    1. Boater Education Card or equivalent or
    2. Merchant Mariner Credential ‐ page with signature, page with the picture, page 4, and page
  • Be aware that some waters areas restrict the use of motorized water vessels and some water areas are zoned for specific activity, like swimming, paddling, etc.
  • Use of a Jet Ski – submit a copy of the Ocean Safety Card (back and front of the card) or the Kanalu K38 (back and front of the card)
  • If a vessel is moored in a State Small Boat Harbor, the permit is needed.
